This part is a Stainless Steel fitting that fits an 1/4" MPT Jacuzzi heater fitting on one side a 3/8" ID tube on the other side.

I have seen these in Jacuzzi Premium Trombone Heaters to attach the heater to the bleeder system though there are many applications this can be used for.
